Paynimo / Techprocess Payment Services — debited amount not paid to beneficiary

I paid re 439/- through my debit card online on 22/11/2017 at 7:49 pm towards my electric bill charge to south co odisha. Unfortunately the amount has not been paid to the south co odisha for which repayment with fine had to be done. Please help me to get my money back. It is my strong belief that the payment gate way, techno process is a reliable and valuable name.
