Paypal — Paypal not transferring funds in my bank account

Its has been over 2 months now that PayPal is not transferring funds to my bank account.
They are just harassing me by giving lame excuses every day. the fault is there in their system. they every day tell me that give us 7-8 days, funds will be in my account but they fail.
I have made innumerous calls to their customer support but all in vain,

They are so illiterate they don't understand their own system, some says something and then someone has some other excuse.
I m fed up, please help
