I made payment of electricity bill for Rs.4820 on 12.10.18 which was successful But the same is not credited in my offer account why it is so Please do the needful and give me my cash back amount

I am using paytm for several months for shopping and paying bills. Now when i am trying to pay my bill an error arise, our system surveillance bot flagged your account.. And due to this error i am not able to place any order and doing any activity.. Even i am not able to transfer my money from paytm payments bank to any other bank... My wallet money is also stucked. Declined my many transaction.

I have been using Paytm for a few months.
One suddenly when I tried iam unable to proceed transaction through Paytm.
After so many failed attempts I deleted and re installed the app and tried to login with my preregistered phone number.
But it is showing my signup is declined as the surveillance bot has detected some suspicious activity
kindly solve this problem or suggest a way to it as soon as possible
