Periyar University — degree certificate not received from periyar university (imp)

Respected sir,

I, mukund puranik, a student of your university. My registration number is b8ucm13970078. I would like to inform you that i took admission for bcom through hiworth education in 2007. And completed degree in 2010

After no responce form hiworth education hyderabad from many years, i visited to the controller of examinations (The periyar university) and got response no dues certificate required and document varification required, where as i have received marksheet of passing from periyar university only so here is need to be considered that periyar university is providing degree marksheet without any verifications of the documents. Or its just harrasing process for the student.

Kindly let me know following details :
1) what is the cause of delaying to provide provisional & degree certificates?
2) when shall i get my degree certificate?
3) how long will i suffer for this matter?
4) how will the information be collected by post?
