Periyar University — not issued convocation certificate.

Hi. My name is syed Tajuddin Quadri from Hyderabad. I have completed my graduation from periyar university salem. (PRIDE) Passout on 2010/11 batch. When i contacted the concerned institute in Hyderabad tarnaka secundarabad they are asking for 10, 000 rupees extra money to issue a Convocation certificate. Registration certificate no is B10UEN16320012. Centre code 1632. Date of issue of memo card is 7 oct 2011 and 4 Jan 2012. The concerned person is swapna kumari. So please help me out. Thanks.
