Pharmacy — Hit gel packet was used and it was empty

I bought the HIT GEL used for killing cockroaches but when I got home I understood it was already used and the packaging was loose too. I went to the store again and told them that they again gave me another HIT GEL and again it was used. And the previous USED PRODUCT was placed on the shelf again as if it wasn’t defected.
If they are doing it with recognisable products then I am concerned about the quality of medicine they are marketing with
