Phone Pay — money deducted but bill not paid

I have paid mseb bill of rs. 510 through phonepe on 16/10/2017. But still on present date also msdcl official website showing it as unpaid bill. Many times i have tried to call cutomer care of phonepe but they are not naswering call as well as e-mail. Plz solve this issue fast.

I recharge my dth connection amount of 300rs but recharge is not done by the phone pe operator and amount is deducted form my account phone pay says in 24 hours your recharge will be done but at this time 36 hours spent my recharge is not done yet.phone pay coustomer care center don't give me valuable solution.
