PhonePe — 17 rupees are deducting from my account during every transactions

I am sbi bank account user. My account no. Is[protected]. With ifsc code sbin0020178. When i transact money using phonepe or google pay, for each and every transaction 17 rupees are deducted from my account and during atm withdrawal 23 rupees are deducting from my account what is the problem. How can i solve my problem?. Please help me out with this..

Out of my 10 transactions, almost 7 transactions fails. As a customer, we trust the application and rely on it. In any urgent conditions this Phonepe app giving issues with my transactions. Please do some action against them. Thank you.

I'm Unable to signup Phonepe account, it says your account is blocked.

No response from their end.

Unblock my phonepe account.
