PhonePe — my phonepe account is a minimum kyc account

Phonepe dont have any kyc available now to serve me for the full kyc. I unfortunately top up my wallet with 7100, but now there is no way to get my amount refund bank, the withdrawal is not possible and they are not willing for the closure of the wallet to withdraw my amount. Not even paying to merchant is possible with my account.
If i have minimum kyc why top up is possible then,, if topup is possible then withdrawal should also be possible.

Transfer Rs.5000/- transfer another Rs.5000/- on 9.5.2019 till now not yet received in the state bank of india, debited in Indian bank. like to know the details.
