PhonePe — payment not refund and first time transaction failed after that successful

I am book hp gas and transaction is first show faild but after some time is successful but this payment deduct to my account and not gone to consumer (hp) service, i have already complaints registered of your customer service and not a resolved at till date, and today i call to your customer service he says, i am so late 60 days, he says not able to any help. so please i request to please help me and provide refund. and transaction details as per below-
