Phoneskart — not delivering the product

I hade ordered a smartphone from phoneskart website named speria a1 4g of rs 3999 and which i have already paid through paytm there it was said that product will be delivered in 3 to 4 days but almost 20 days had gone and product has not deleiverd yet so i want to file a complaint against this company as this company is totally fraud and i want to full refund...
