Police Clearance Certificate — Unable to change SP office from Nasik Rural to Nasik Urban

I filled up form for pcc where SP office Nasik rural rejected it saying my address doesn't come under their jurisdiction and they will not forward to Nasik Urban hence money paid is gone but now when I want to change the SP office to Nasik Urban their is no provision in pcs site to change it, police station says no manual certificate is given and online I cannot change SP office to Nasik Urban so how will I get the certificate.
