Pupkart — online order not fulfilled but charged

Dear all,

On nov 6th i placed an order on pupkart with order number 326037. On nov 11th i get a message saying that the order has reached the xpressbees courier service and with the delivery agent number. I tried calling him several times and he never responded. I reached pupkart and it’s only customer care number that is answered by their owner rahul agarwal to express my frustration and he requested that i drop them an email. I did so on 16th november and again on 21st november. Besides the fact that my email has not found its response until today, when called he said he has forwarded my issue to their operations guy - prashant.

Every time i called this number, rahul kept misguiding me about his identity saying once his name was himanshu, another time his name was anshul etc., but i did some back ground search and figured it is the actual owner rahul who is on this number. However, several calls, different people from their operations started calling me assuring that they will resolve this in a day (Every time they or i called).

On 19th december, the xpressbee representative called me and made me to speak to their delivery person, who then confirmed that he delivered my package to some other person and i told their manager that as he himself has confirmed please initiate my refund. He acknowledged it.

On 20th pupkart person by name vikas called me said, he cannot refund but can arrange for re-delivery or send anything else. I told him the moment and time has passed and i do not wish to do business with them anymore. As i have been asking from day 1 to return me my money back, i demanded a refund. They’re getting quoting reasons like their system doesn’t allow themselves to refund, their owner is out of town.

I request this is brought to attention of any concerned authority and provide me the resolution i am looking for.
