sir, i am complete my 1st year, but my collge don't allow me to change the collge and not me giveing NOC they sad that they will give NOC when i will play all the fee of 4year and they sad that is roll of rgvp. sir i have pad completely 1 year fee..now i am not able to pay fee 3year.. they are not giving me my NOC sir plzz help me to take my NOC

I have passed out my education of bachelor engineering in 2014. I have applied for degree certificate as on date 22nd March 2015. And my receipt number is 29161. My enrolment number is 0188ex113d06.I didn't received my degree certificate. So please help on that.

I am sure that the grades which has awarded to me is not right, i had perform much better than it. so, i want to reopen my examination copies and recheck it properly.
