Razorpay — Service charged for Inactive account transaction ..partial refund done to client

As We raised multiple request but no action/ Refund process.
As per recent issue, Payment done by our client to Razorpay merchant ID HknZsG1nBN8lH7 That was inactive. we were in process of account activation in between after long time client withdraw booking request. I requested to refund client amount as client does not want to take service from us. because amount was on hold with Razorpay. Based on request partial amount was refunded back to client.

Without any service provided by razorpay then how Razorpay will charge transaction fee from us. Also Our Client is waiting for his full refund.

Kindly help on this issue.
