Reliance Communications — about balance

Rs. 81 and my net balance (Rs 193) has been deducted from my account on dated 15 september and i am continuously trying to connect with customer care executive but every time they disconnect the call. Plz refund my balance as soon as possible. And this is not the first time i am facing this problem this happens casualy with my number[protected].
