Reliance Communications — i haven't recieved the bill for the product and also the given product is been damaged (RELIANCE PRO 3)

on november 11 2014 a person from nungambakkam, chennai. reliance office approched me and sold a reliance pro 3 dongle for Rs.1350/- but the actual price is Rs.1299/- at the time i asked for a bill but he said the bill is not required and they told the dongle has the capacity to give 14.7mbps speed but they told me i will be getting minimum of 4mbps speed but from the day one my purchase am only getting 0.27mbps speed after several times calling to the sales man he said he will solve the problem and then for the two days he dint atten my call later i staright away went to the nungambakam store they your card has been damaged. then they said without bill we cant do anything and again they called him from the thier landline which he picked up within a ring.after they asked for the bill issue he said i solve this and he told me to give the dongle to the sales team in the same store. i gave to them the dongle but again they dint give me the receipt. my dongle no:- [protected] sales man name- nithyanandem his contact num:[protected]
