Reliance Communications — Netconnect + unjustified billing

Hi,
I am using a reliance netconnect + connection. This is my connection number [protected]. Last month from february 18th 2016 to february 25th 2016, i have been out of connection due to a network issue (Reference: complaint #[protected] on their side in our area. My plan is an unlimited plan with a high speed quota upto 24gb and speed will be reduced to 144kbps there after. I have attached the usage details in my bill which shows that i have used only 22.3 gb. So if i had proper connection, i would have used more data.

Now when i try to contact them for a billing waiver, it is like a very struggling process. Their telephonic customer care will take atleast 5mins to reach them. Their online live chat will take around 15mins to get connected, sometimes it will never get connected. When i tried contacting through their mailbox netconnect.[protected]@relianceada.com i have sent them around 3 mails with an interval of 1 day between each email, none of them was responded. This means their customer care is very worse. When their customers base and issues counts increase, why don't they have more executives to manage that.

After a long struggle i got connected to their live chat an agent named "pooja" connected first time, within a few seconds of connection, she disconnected immediately without talking further. Then started the next struggle for connecting again, after 1 more hour passing, i got connected with an executive named "radhesh" i never talked with such a guy in live chat before. His answers were ridiculous and irresponsible too. He told that i have used 60% of the allowed quota, so the usage is proper because of which there is no way of waivering in the bill.

So does that mean, no matter how many days i was out of connection, if i use the 60% of the allocated data, i should pay the full bill for the whole month? Actually my work is based on internet, during those days my work is completely stopped which made me to lose my revenue and got a lot of mental anxiety.
But these guys never mind about that, in that live chat, when i say the following line (Attached screenshot)

"ok anyways i am not satisfied with such an irresponsible live chat, repeating the same answers again and again, thanks"

He replied as "you are welcome" without even taking the above into account.

His intention was to disconnect my chat, not to answer my concerns. This attitude is highly unacceptable.

I would like to get a good answer for my unjustified billing.

P.S: i have not mentioned about the struggles i faced for solving the network issue complaint #[protected] as that will increase the length of this complaint.
