Reliance Communications — no tower without prior information shut down

Past three days no reliance tower how can we manage? Without prior information how shut down? Any emergency or incident who will bare, i'm totally upset, port (Mnp) also not possible to change other network, there is no communication between friends & family, office, this number only i give bank, i can't to transfer the money bcoz of otp didn't get. Government what action take to reliance communication?
