Reliance Communications — Non payment of service charges

Can any sane / responsible person at the Company explain why a notice for Rs 565 has been sent? I have paid the outstanding balance Rs 1150 as on 04 07 2014 & asked for closure / surrender of the instrument. However the executive at Brigade Road, Reliance World advised me to convert the same to Prepaid so the connection can be used when ever required by charging. Can any sane person explain why I should not file a Consumer case in a court of law for Defamation / Compensation ?
There has been no reminders & one bill has come as usual. Due date is 19th of every month & I had intended to clarify before the due date. Now that you have threatened to file a case if not paid with in 7 days of your notice. I request you on this 13th Aug 2014 itself to file a suit for recovery of the balance & not wait for 7 days.
