Reliance Communications — refund of excess bill payment not received

Now the no. [protected] is ported out to another operator.
I had made the excess payment. The balance amount pending so far with reliance is of rs. 192/-.
I have requested reliance customer care through several mails & reminders for making the refund, however they are not responding. It's now about 120 days over, still waiting for the refund.
So please help me in getting the refund of rs. 192/-.
