My data card 4g plan is for rs 999/- 40 gb for one month.

Data card (Wipod) was deactivated two weeks ago. We cant use internet, you are responsible for this.
Bill received for rs.4670/-
What is this?
I am old user, wrong plan activated.
I got the assurance from mail, customer care that there wont be any change in data plan, rental and benefits.
Telecom act :
