Reliance Jio Infocomm — AirFiber booking amount is not refunding

I have booked for new Jio AirFiber connection on 19th March, 25 and paid 1111/- as booking amount. The installation was not done until now and the booking amount is also not refunding. I have called the customer care multiple times. They say if they will cancel from their side I will not get the refund and asking me to reschedule every time. When I reschedule in few days the order is kept on hold but nothing happens. I am not sure what to do now. Looks like it’s a scam. Can I get help on this?
