Reliance Jio Infocomm — No Refund for failed transaction

I did a 303 recharge on 07/04/2017 using jio money and I got a recharge successful confirmation message and but my service was suspended and when I contacted customer care they told me that the transaction was failed and they will issue a refund in 48 hours. now its already a week. I didn't get the refund. When ever I try call jio money nobody is attending the call and the jio customer is denying my my request saying it is different department. They cant do anything on it. It is like they are cheating the customers.
