Reserve Bank Of India [RBI] — not displaying rules regarding cash deduction during transaction from state bank of india

I deposited cash in machine installed by state bank of india, lukerganj branch, allahabad (Up). They have deducted rs.25/=from money deposited by me. If such type banking rules are framed from time to time, why such rules are not brought in the notice of general public either in news paper or in the wall/notice board of each branch of bank. Please sms/e-mail/provide puphlets of such rule relating to bank a/c holder during each time of such change.
