RTO India — DL address change request issue-DL not received after 80 days

Dear sir/Ma'am,

i would like to inform you that i have send a address change request through online on 26 sep 2020.and i have also submitted all required document along with my original DL to RTO -Siwan(BIhar).RTO executive communicate us that within 10 days i'ii received my DL on my address. but after 80 + days i can't received.too many chances i was visited RTO office, every time they told me that it will taken some time .
after this i also call him and send a mail also .then i received a message from RTO department as on 28/11/2020 that my DL has dispatched. i also get speed post tracking no.JA[protected]IN .but when i check it on portal ( Speed post) msg is showing Tracking no not found.
i don't understand that how can i get my DL . currently i live in Gujarat and 3-4 time i have pay Challan to traffic police because duplicate DL copy is not valid in other state.
