RTO India — dl not make by rto silvassa

We are submit all documents for driving licence, e-feel & fees pay from online. But rto silvassa required only voter id proof for dl,
We are submit our addhar card, pan card, bank details, gas connection proof, school living certificate for date of birth all above mention details are submit, but silvassa rto office not allow in setting exam (Llc)
Dear sir we are under stand all over india add. Proof aadhar card is valid document. Sir please look the above matter and solve the problem asap.
