RTO India — Learning License approval pending by RTO - Paschim Bardhaman (Asansol)

Address: RTO Name: L.A. PASCHIM BARDHAMAN, Asansol West Bengal

I have applied for Online Learning Licence and completed all the step like below,
UPLOAD DOCUMENTS,
SCRUTINY,
CAPTURE PHOTO AND SIGNATURE OF APPLICANT,
RECORDING LL TEST RESULTS
And also successfully passed the LL online test on 5th Oct 2020.

In sarathi portal, current status is showing as "PENDING APPROVAL OF LL BY LICENCING AUTHORITY", due to that today, I visited RTO counter and asked for the pending approval details, Initially they asked me for money when I refused to give that then they came out with a issue which was I am already holding either learning or Driving Licence. I mentioned that I never applied for any LL or DL in my past days, but they are not even ready to listen to my words..

Could you please help me to resolve this issue earliest or suggest to me, where I can file grievances against RTOs to resolve the issue..
