RTO India — R.C book smart copy not rec'd till date

My new car was registered to rto ratnagiri on 15.11.2019. My car has financed by sbi branch. Due to non receipt of rc book copy, so that my sbi bank charged non submission of rc book copy charges rs 2500+gst. Till this date i didn't received rc book. So what is reason for non receiving of rc book to me, and why should i suffer the bank charges to non submission of rc book. So please intimate me the reason for non receiving rc book, so that bank will waive my charges. Please co operate me.
