RTO India — terrible experience at rto dahisar

I went der to remove hypothecation from my rc card.
A. There is no instruction on the process
B. The person who is in charge gave me half information. Told me to get documents without even taking my case in hand. I reach der after collecting all the things and doing and my payment which he instructed me too. When i reach its lunch and he refused to touch my papers. I go the head officer, he refuses to help me too and finlly i am told that ur case is not open yet. I went der twice in the day on a working day and my workwas not done.
