RTO — RTO Licence Application form not moving forward since months

Had applied for Learning license, gave and passed the test. Had gotten the pdf of learning license as well but the further process in getting driving license isn't moving forward. It shows "Application is under processing at RTO" level since months and isn't letting me apply for driving license. Need immediate action to resolve the discrepancy and get forward with driving license as soon as possible.

Would really appreciate a response at the earliest and instructions/guidance if any.
