Sdmc — "upic already in use"message is not allowing me to move forward

"upic already in use" message is not allowing me to move forward or go to the dashboard even though i have pressed the back button. Please resolve the issue to enable me to pay the property tax 2020-21.

I have sent an email also but no response has come from sdmc.
