Siti Broadband — low internet broadband speed

I've recharged plan of 20mbps from "siti networks" but the download speed shown in speed test is only 7mbps whereas when i'm actually downloading data it is as low as 1mbps.
I've also called the customer care services since last 3 days daily but the support staff was also unable to resolve the complaint. Again & again they just say to restart my modem but still there are no positive results. They said that the technician would come but no person has come yet. I again called the customer care today but they responded that their system isn't working so they can't help.
