State Bank Of India [SBI] — home loan based on guidance value

I have taken home loan with sbi racpc koramangala. Before registration, i have submitted copies of registration dd which was taken based on guidance value. But the manager asked to take dd based on market value as market value is higher. I have taken dd for market value and did registration.
But people from same apartment who took loan from sbi racpc koramangala and banaswadi have done registration based on guidance value though it is less than market value and bank did not question it. So why is the rule of sbi different for different candidates.
