State Bank Of India [SBI] — Noc request and account on cibil reports

I am Tushar Hurria I was issued a credit card against fixed deposit the card no. Is [protected]..in 2014 which was never activated. A year later i got a message with an yearly charges . Where i called the customer and the customer care representative waived the charges and raised a request to close the card. Now while applying for a HOME loan i came to know that credit card shows as charged off/ written off. For which i have raised a request for NOC 4 TIMES but i haven't got anything yet. It is really affecting me badly please if someone can genuinely get this corrected on cibil and get me NOC.
