Swiggy — payment refund issue

Hi, on 27th september 2019, i placed an order using swiggy. First time, the order failed, but the amount (Rs 726) was debited from my account. When i placed the order second time, the order was successful, again the amount was debited. I have 2 transactions from the bank on 27th sep. When i spoke to the swiggy customer executive, they said the amount for the first time deducted, will be credited within 7 working days. It is more than 15days, still no resolution. They are just blaming the bank or the payment gateway services. I contacted my bank too and they said the issue with the merchant side. I don’t know whom to go to? I was a loyal customer to swiggy, i didn’t get any justice for my money. Please help! I wish that my consumer complaint will get resolved soon.
