Tamil Nadu Electricity Board [TNEB] — Meter reading not taken but received 18k bill

Dear Madam/Sir, Please be informed that the meter reading has not yet been taken for our flat. But i received a bill of 18K on 30 november 2015. There is some thing wrong happening and the bill amount seems to be very high for past two month. We are not running any shop, its residential apartment.
