Tamil Nadu Electricity Board [TNEB] — my credit card statement shows debited. but payment to tneb failed

Even when my credit card bank standard chartered, has confirmed the debit of the receipt payment (Ref number [protected]) of rs 4024 the tneb has said the payment has been failed. They have sent a mail as below. Please help i don't know where is my money now.
