Tamil Nadu Electricity Board [TNEB] — Power cuts in Melvisharam

There are regular power cuts for three hours per day at a fixed time in Melvisharam in Vellore District.
But apart from this, the TNEB is indulging in additional power cuts ranging from 5 minutes duration to 30 minutes duration at ANY TIME THEY LIKE...It is very inconvenient for the residents of Melvisharam... To our dismay, the power cuts also happen any time in the NIGHT.. The TNEB should come out with an explanation IMMEDIATELY as to What is wrong with them...
Please provide a valid reason for the above.. It is so very difficult to have so much power cuts especially during night time with small children
