Tamil Nadu Electricity Board [TNEB] — requesting not to erect pole in front of my land

Dear sir, i arulprakasam resides at elanthavilai karankadu post nagercoil my land agri land address (Kurunthancode village elanthavilai karankadu post) my next land owner (Vijayalakshmi) constructed a house in his land he get the approval electric wire drawing inside the agriculture water way (1.2feet) from vellichanthai eb office nagercoil. We file the case to eraniel court nagercoil case no : os 85/ 2016 six months before vellichanthai je (Tneb) giving the verbal grantee we never erect the pole inside the waterway (1.2feet), so we withdraw the case but now new ae came in vellichanthai eb office now she will strat to erect pole on agricultural waterway (1.2feet) again we file the appeal to court on 2/8/19 case no 1a2/2019. But the eb workers off loading electric pole near to my land on yesterday 5/8/19 (Monday).

I want answer is it electric pole can erect waterway.
Any rules to erect pole for service.
What action can take to tneb ae on vellichanthai, nagercoil.
