Tamil Nadu State Transport Corporation [TNSTC] — Charging luggage charges for 3kg to 5kg

Dear TNSTC,
Today(17/05/2022), now iam travelling from Coimbatore to Erode in a TNSTC bus with a charges of rs. 83/- (ordinary bus fare) iam carrying a printed stationery around 3kg to 5kg... Bus conductor said that I need to pay for luggage charges... I opened the internet in my mobile and checked the luggage carrying rules of TNSTC and showed him that say around 20kg can be carried by a passenger at free od cost... But the conductor didn't agreed to it said to pay the amount else need to get down... I have no other option b'coz i already seated... So I have bought the ticket for the luggage also... To right this complaint i asked the bus number since it is not painted inside the bus.. conduct refused to say and said " IF REQUIRED GET DOWN AND SEE" from the running bus... Initially he didn't were the name badge when I asked for his name to behave courtesy with the passenger and I asked there is no name badge and he came with his badge and shown me his name badge"K. Ponnusamy" Conductor number is 0052...
Paying a amount of any value is ok for me if it is legally collected...
But Mr. Ponnusamy's activity is unacceptable...
Kindly clarify on this luggage charges if you think my complaint has any valuable to you.

Note:
1. Since My father is also a TNSTC retired employee i myself invited to right this and get clarified
2. Enclosed the picture of the luggage ticket with mail
