Tata Housing Development — Refund booking amount

I had booked an apartment via lottery system online opened up. 24 feb, 2014. I paid rs20, 000 as booking amount. I received the following reply "we thank you for your participation in national home buying day 2014. We are actively considering your application for an apartment in
Inora park however, owing to an overwhelming response, your application is under the waitlist category. We promise to get back to you within 10 working days to confirm the allotment.In case of non-allotment, we shall initiate the refund process. It is more than 2 years there is no response to various emails, telephone contacts. My unique id is nhbd1001499 name venkatraman mahadevan iyer. Contact [protected]. Person contacted so far in pune office are 1) mehul sahasrabudhe, 2) satish chandra. 20k is not small amount. Kindly help me out to get the refund. Thanks
