Tata — passport cover

Hello there, ,

I bought a passport cover on passport seva Kendra, rajkot they told I got passport cover with passport and I paid 450 rs for one passport cover on 3rd October, reciept number pp[protected], I got my passport but it's cover not yet, so can you please tell me when shall I get my passport cover ?

My sim card for subject phone number as been lost, please deactivate and suggest me how to retrieve the same number / phone book and balance.
