The 3C Company — possession of flat delayed for more than two years

We had booked a flat in Tower-25 of Lotus Panache in July, 2010. As per the Agreement the deadline for possession was December, 2013. But we have yet not got the possession. Also the Work at site is on hold since last one year. As per the current pace of work they will not be able to give possession for another one year. We have already made 95% payment to the builder almost 1.5 years back. Now they are not even informing that when they will give the possession of Tower 25. These builders are collecting more than 90% payment of the house owners and then they start their another project investing money from earlier project. They are not giving possession of house on time in any of their projects, which is affecting very badly to the consumer's financial and social condition. We want to strongly penalise the 3C builder as they are not fulfilling conditions as per Agreement and playing with millions of such people emotions.
