Time Broadband — applied for a new broadband connection

So i had applied for a new broadband connection on 25th May, they had promised me to deliver the link within 48 hours of payment, till date i didn't get their link and moreover i wrote multiple emails to them, asking for refund but they are simply ignoring my mail. I tried to take lot of follow ups with their customer care support line, everyday they kept on trolling me saying "it will be done today or tomorrow so on so". But now when i asked them for refund, they and their sales executive stopped replying and receiving my phone calls.
