Traffic Police Pune City — wrong traffic violation e-challan

My driver was stopped at the signal for having 2-3 cartons of amazon. I had ordered few things from amazon for my personal use. I do not like any courier person visiting my residence as i have got a small daughter and wife staying alone. So for safety purpose all the couriers are delivered to my office address. My driver was taking those cartons to my residence and traffic police caught him saying this is not for goods only for passenger car. I spoke to the traffic police and explained him the reason and he understood and left the driver. After few minutes i received a e-challan from traffic police of rs 400 for police stop violation rs 200 and jumping signal rs 200. If this was the case why would police officer not tell me this over the call and if he had jumped any signal then please share proof for the same. Police officers just to acheive their targets are issuing any kind of challans.
