Trai — cable operator do not give me choices of channel, give own channel package..

My cable operators are not giving me any choice of channel. He give us his own package of 100 channels, not of my choice, in his 130 price. My cable operator is Shiva cable network, Hisar, NXT Digital Ltd. As trai direction cable operators do not force for any package or channels.But when we ask for this package, we don't need such type channel, they ask me this is compulsory, without this package Set-top-box not to be installed.
