Trai — cheating customer by creating their own packages

The cable operator named 'yes digital' are creating their own channel packages and force the customer to take the channel based on their packages. They created packages by adding important channel to high valued plan and cheating the customer. The cable operator do not give power to customers for choosing the channel based on their wish.
I kindly request you take nessary action immediately for this complaint.
I attach the cable operator package form with this complaint.
