Trai — Delay in postpaid number activation/asking huge amount for activation

My name Balaji N my mobile number is [protected], I already used this number for fast.3 years but I did not pay bill from feb 2016 because huge bill.also I lost this simcard, so now 23/06/2017 I approach airtel dealer in coimbatore lexhimi mill signal branch .They were checked and promissed, this number is available so you can buy this number you should pay 3431rs for previous bill pending so I paid this bill due yet not give receipt also they are asked rs 300 for activate the above number I paid rs 300and also gave all id proof but yet not activate this number one person called from airtel dealer to my alternative number [protected].They asked 25000rs for reactivate this number
So pls take a complaint for delay of activate airtel mobile number of [protected] and take necessary action I need my mobile number
