Trai — Distributor forcing for sim activation

Dear sir/mam,
I am an authorized retailer of jio in moradabad - up west circle
there is a shortage of new customers in market for new sim
concern is - distributor is forcing for new sim activations minimum of 2 sims per month for every month basis
in case sim activation is not done by any retailer, auto refill of amount for recharges are stopped by him.
How it is possible??
retailer is bound for new activations, if retailer is failed regarding new sim activations, auto refill of recharge amount is stopped by distributor.
This is a harrasement of all retailers..
Please look after of the written complaint above and solve the problem as soon as possible..
